A team led by Professor optics including Chunlei Guo at the University of Rochester is responsible for innovation. Guo said the team first developed a super-hydrophilic metal surface a few years ago, so attractive to the water, which will run until the water against gravity.

It's not that the material forcefully repels the water, like something that would make a boat stay above the surface.  It's extremely hydrophobic and simply reflects the energy of the water droplet coming down onto the surface.

I can't believe it's 2015 and hydrophobia still exists and not only that but superhydrophobia.
